Education has always been a priority in the state, with a literacy
rate of 69.22 % as compared to India’s 65.37 % (2001 census).
West Bengal has the highest per capita spending on education
among large Indian states. Around 30,000 students graduate from
English medium schools in Kolkata every year and another 2,50,000
study English as a second language. Over 2000 students enrol
each year to study French and another 1100 to study German.
Japanese is taught at 2 institutes in the city.
At present, the state has 444 colleges under the jurisdiction
of the Department of Higher Education. Apart from others, these

The Educational edge:
- The state is one of only two states in India
having two premiere learning institutes of the country, Indian
Institute of Technology (IIT), Kharagpur, and Indian Institute
of Management (IIM), Kolkata. In fact both were the first institutions
of their kind to be set up in India. A study by ‘India
Today’ in 2002 ranked IIT, Kharagpur as the best among
all the IITs because of its infrastructure facilities, quality
research projects, teaching of uncommon subjects, success rate
of students, timely publications of results, etc.
- In 2001, the Universities Grant Commission
(UGC) selected Jadavpur University as a Centre of Excellence.
- The National Assessment Accreditation Committee
(NAAC) has accorded 5-star status to Calcutta University (CU).
- The first business school in the country – Indian Institute of Social Welfare and Business Management (IISWBM)
- was set up in Kolkata.
- ‘India Today’ has adjudged the
century old Presidency College and St. Xavier’s College
in Kolkata to be consistently amongst the top ten institutions
in the country.
- The Indian Institute of Information Technology
(IIIT), a premiere IT education institution, became functional
in Kolkata from the academic year 2000-2001.
- West Bengal National University of Juridical
Sciences recently set up in Kolkata.
- WEBEL, through its wholly owned subsidiary,
WEBEL Informatics Ltd has set up 100 training centres all over
West Bengal for electronics & IT related literacy courses.
- Five new engineering and technology colleges
set up in 2000-01 in the private sector, most of them offering
Computer Science & Engineering and IT courses.

recently established in Pailan.

- The State Government has been giving
topmost priority to the development and modernization of State-aided
Universities.
- Steps have been taken for developing infrastructure for
a postgraduate course in Microbiology in Calcutta University
(CU). The University will soon offer B. Tech and M. Tech
courses in IT, for which the State Government shall provide
grants.
- Financial Assistance given to Rabindra Bharati University
for "Computer-aided Education" programmes for
the faculty of visual arts.
- Post Graduate courses in electronics and microbiology
have been instituted in Vidyasagar University. A B. Tech
course on Computer Science and Engineering has been introduced
in Jalpaiguri Engineering College. A B. Tech. course in
IT has been introduced in Kalyani Engineering College and
three other technology colleges, namely, the College of
Leather Technology, the College of Ceramic Technology and
the College of Textile Technology.
- West Bengal University of Technology Act, 2000 was passed
to establish and incorporate a Technology University to
promote the creation of centres of excellence in education
and research in science, technology, engineering and management.
The University of Technology has since been established.
