The Genesis
I-WIN was conceived in January 1995 at the CII Partnership Summit,
during the Centenary Celebrations of Confederation of Indian Industry
(CII) at Kolkata. During those celebrations, on behalf of CII, international
consultants Arthur D. Little presented a report to the State Government
suggesting a vision that the state would be India's most favorable
investment destination and Kolkata, the nation's gateway to the
East. To achieve this vision, ICICI proposed setting up I-WIN and
the State Government accepted this.
The entire concept of infrastructure development by the private
sector being new, the state also lacked the expertise to understand
the complex nature of financing infrastructure projects through
private initiative. Need was therefore felt to involve a professional
organisation which has in-depth understanding of issues in financing
and which could structure infrastructure projects that can attract
potential non-budgetary resources.
With the State's involvement through a single nodal agency, WBIDC,
and backed by the financial strength and expertise of ICICI Bank
group, I-WIN is best equipped to bring about growth in infrastructure
within the State.
I-WIN is now enabled to do the same in any State in the Nation.
