This is the first greenfield Special Economic Zone to be operationalised in India.

Client: WBIDC

Ultimate Built up area: 4.8 lakh sq.ft. In Phase I, 2.5 lakh sq.ft area has been built.

Cost of Phase I: Rs.25 Crore

Current Status:  Export commenced in July 2004, Export for the Year 2006-2007 estimated at Rs.12 billion.
 

 
Built-up area: 2.5 lakh sq.ft including a diamond-shaped, reverse pyramid 6 storied Central Facilities Building (CFB). This building is an engineering marvel and the 6th/top floor has a 10,000 sq.ft column-free auditorium with arched roof. The 7 storied Standard Design Factory has space for 30 manufacturing units.

ICICI-WINFRA’s role in the project:

  • Conceptualized the Project and established its need
  • Prepared DPR and concept plan along with cost estimates and means of financing. Acted as Project Management Consultants for the project.
  • Assisted WBIDC in getting necessary approvals for sector specific SEZ from Ministry of Commerce, GOI.
  • Carried out the bidding process to select suitable contractor on an unique design-build and turnkey execution basis through limited tendering route.
  • Constantly monitored the technical, commercial and financial aspects of the project to ensure smooth completion, start-up and functioning
  • Responsible for marketing the property for which officials of ICICI-WINFRA traveled extensively and conducted road shows in various metro cities. 90% of space in the park has already been sold.

The promoters, WBIDC have already recovered their entire investment

'Shilpangan' -The Light Engineering Park for toys, handicrafts, sporting goods in Kolkata: Phase I & II completed (Extension of CFB construction about to commence)
 

This is meant for light engineering manufacturing units in the areas of toys, handicrafts, sporting goods, electronics and telecom equipment/assembling and providing support service.

Client:

Ultimate Built up area: 2.0 lakh sq.ft. In Phase I, 1 lakh sq.ft area has been built up with a CFB and an SDF.

Cost of Project:
Rs.17.7 Crore

Current Status:
 All 24 units in phase I operational. All 28 modules in Phase II are booked.

 

ICICI-WINFRA’s role in the project:

  • Conceptualized the project. Prepared Pre-Feasibility Report after detailed analysis of global, domestic and local toy industries.
  • Based on above, DPR and concept plan was prepared, cost estimates and means of financing worked out. Was appointed Project Management Consultants.
  • Designed the entire Park facilities
  • Carried out the bidding process to select most suitable contractors following a two stage open tendering route
  • Constantly monitored technical, commercial and financial aspects of the project to ensure smooth completion, start-up and functioning
  • Responsible for marketing the property. 100% of the space in both in the SDF and CFB were sold well before the completion of the Park.
  • The promoters, WBIDC have made modest profit.

The two projects, Manikanchan and Shilpangan, have brought the concept of multi-storied (6-7 storied) flatted manufacturing factory buildings, built on cluster concept, in a big way to West Bengal.

Food Park at Kandua, West Bengal - completed (March 2007)
A composite Industrial Park for food processing industries in Howrah District in West Bengal. The area has bountiful cultivation of potato & rice and is at the end of the supply chain for metro Kolkata. Has 22 fully services plots, all services, housing for workers and fire station.

  • Floriculture Infrastructure Complex- Export oriented cut-flower growing venture at Mungpoo in Darjeeling, West Bengal: under preparation
  • This Project was conceived to promote floriculture industry through an integrated approach and creating a central Floriculture Infrastructure Complex with emphasis on Flowers, which can grow naturally in the selected area, requiring minimal expenditure on expensive greenhouses
    Details of the project are as follows:
  • Client: Department of Food Processing Industries and Horticulture Department,
              Government of West Bengal (FPI&H)
  • Ultimate Built up Area: 60 acres.
  • Nature of Financing: Joint Venture with private promoter
  • Current Status: Proposed land for the project is in possession of the Department. BOT partners short-listed through transparent selection process, based on EOIs submitted.
  • ICICI-WINFRA’s role in the floriculture complex project:
    • Prepared Feasibility Report for which ICICI-WINFRA studied and analyzed the Floriculture Industry – in the global, national and local context
    • Identified exact location suitable for natural growing of exportable types of flowers with minimum requirement of costly interventions. For this, ICICI-WINFRA had engaged the services of leading experts from Israel and Holland (UNDP)
    • Prepared Concept Plan identifying the infrastructure needed at the complex and the land requirement
    • Prepared cost estimations and means of financing
    • Circulated the project brief among prospective investors. Selection procedure is under progress.

  • Food Park at Malda, West Bengal:  completed
  •  This is a composite Industrial Park dedicated for the food processing and related industries with ready to use power, water and other amenities in Malda District in North Bengal. It is 347 Kms away from Kolkata towards the north. Almost equidistant from Kolkata in the south and Siliguri in the north, Malda is an important commercial and trading hub of mid West Bengal. The area has bountiful cultivation of mango and lychee



 

  • Details of the project are as follows:
  • Client: West Bengal State Food Processing & Horticulture Development Corpn. Ltd.
  • A Project of : Department of Food Processing Industries & Horticulture, Government of West Bengal
  • Park area: 42 acres, on NH 34, which is now under improvement with an ADB grant
  • Cost of the Project: Rs.16 Crore
  • Has 35 fully serviced plots including Cold Storage, Warehouse, Truck Parking area with Pay & Use Toilet facility, Effluent Treatment Plant and a separate Common Facilities Center housing a Food Testing & Quality Control & Assurance Laboratory and other facilities, a state of art Food Court and 4 nos Industrial Sheds for small entrepreneurs. A direct access to NH-34 is also under implementation from the Food Park premises.
  • In the first phase of booking 20 out of 35 plots have been sold ie. 57% of plots have been booked. Out of the total saleable area of 28.62 acres, area of 16.75 acres has already been booked. The balance plots are available on first cum first serve basis.
     
  • ICICI-WINFRA’s role in the project :
    o Conceptualized the Project and established its need & designed the entire Park Facilities.
    o Prepared detailed project report to assess the feasibility of the project and appropriateness of the location.
    o Appointed Project Management Consultants

  • This 500,000 sq. ft. Park is being built on 8.78 acre on Canal South Road for a composite facility for garment/apparel manufacturing units catering to both domestic & export markets. The International Standard Park will provide all facilities/amenities required by the user units.
